Some years ago I was getting fairly close to getting approved as a subcontractor to a National Temp Agency. This is a valid marketing strategy.
When a National Temp Agency gets a contract to be a Master Vendor to a company nationwide, it will start looking for local temp agencies in the cities it has to cover as sub-contrators, because the Nationals really don't want to be bothered with temps (they just want to manage temp contracts).
I have heard rumors at various times that Spherion has a master vendor relationship in NYC with a major IBank.
